国民健康・栄養調査の 2013 年と 2023 年の「喫煙の状況」（同じ 4 つの選択肢・10 歳ごとの年齢区分）で、今吸う人の割合の下がりを、「同じ年齢で比べる」（2013 年と 2023 年の同じ年齢区分）と「同じ生まれ年で追う」（2013 年の年齢区分と 2023 年の 10 歳上の区分）の二通りで並べた。新しい数学定理も新しい法則も主張しない。

第一に、表はそろっている。二つの年とも選択肢は同じ 4 つで、人数の総数は選択肢の和に一致し、2023 年の今吸う人の割合（男性 25.60 %・女性 6.95 %・総数 15.73 %）は、結果の概要の 25.6 %・6.9 %・15.7 % と一致する。結果の概要は「この 10 年間でみると、男女とも有意に減少している」としている（第3節）。

第二に、同じ年齢で比べると、若い年齢ほど大きく下がった。 男性の 20〜29 歳は 36.3 % → 20.6 %（−15.8 ポイント、標準誤差の 4.00 倍）、30〜39 歳は 44.0 % → 29.9 %（−14.2、3.94 倍）。女性の 20〜29 歳は 12.7 % → 5.2 %（−7.5）（第4節）。

第三に、ここが本稿の芯である。同じ生まれ年で追うと、若い世代の下がりは小さい。 2013 年に 20〜29 歳だった男性は、2023 年（30〜39 歳）に 29.9 % で −6.5、30〜39 歳だった男性は −10.6。吸ったことがある人は、同じ年齢で比べると −17.5・−20.2 ポイントなのに、同じ生まれ年で追うと −4.4・−4.6 で、若い年齢の下がりの多くは、あとから生まれた人たちに吸ったことがある人そのものが少ないことから来ている（第5節）。

第四に、年をとった側では、同じ生まれ年で追った下がりのほうが大きい。 2013 年に 40〜49・50〜59 歳だった男性は、追うと −7.9・−13.0、同じ年齢で比べると −6.0・−10.0。女性の 50〜59 歳は追うと −4.7、同じ年齢では −0.1（第5節）。

第五に、二つの年だけでは、年齢・時代・生まれ年の効きを完全には分けられない。 同じ生まれ年の「吸ったことがある」は 10 年後に男性で 4.4〜11.2 ポイント減っており、一度吸った人が吸わなかったことにはならないので、答え方か答えた人の顔ぶれの違いが入っている（第6節）。

第六に、分けるのは同じ年齢で比べるか、同じ生まれ年で追うか。「喫煙率が下がった」の中には、新しく大人になった人たちが吸い始めていないことと、同じ人たちが年をとるにつれて吸わなくなることの、二つの形が混ざっている。

Abstract

Using the "smoking status" tables of the National Health and Nutrition Survey for 2013 and 2023 (the same 4 answer choices, 10-year age groups), the fall in the share smoking now was lined up in two ways: "comparing at the same age" (the same age group in 2013 and 2023) and "following the same birth years" (an age group in 2013 and the group 10 years older in 2023). It claims no new mathematical theorem and no new law.

First, the tables are consistent. Both years have the same 4 answer choices, the totals equal the sums of the choices, and the 2023 shares smoking now (men 25.60%, women 6.95%, total 15.73%) agree with the summary's 25.6%, 6.9%, and 15.7%. The summary states that "over these 10 years it has decreased significantly for both men and women" (Section 3).

Second, compared at the same age, the fall was larger at younger ages. Men aged 20–29 went from 36.3% to 20.6% (−15.8 points, 4.00 times the standard error) and 30–39 from 44.0% to 29.9% (−14.2, 3.94 times). Women aged 20–29 went from 12.7% to 5.2% (−7.5) (Section 4).

Third, this is the core of the paper. Following the same birth years, the fall of the young generations is small. Men who were 20–29 in 2013 were at 29.9% in 2023 (at 30–39), −6.5, and men who were 30–39 fell −10.6. For those who ever smoked, the difference is −17.5 and −20.2 points at the same age but −4.4 and −4.6 following the same birth years: much of the fall at young ages comes from later-born people having fewer who ever smoked at all (Section 5).

Fourth, on the older side, the fall following the same birth years is larger. Men who were 40–49 and 50–59 in 2013 fell −7.9 and −13.0 when followed, against −6.0 and −10.0 at the same age. Women aged 50–59 fell −4.7 when followed and −0.1 at the same age (Section 5).

Fifth, with only two years, the effects of age, period, and birth year cannot be fully separated. The share of the same birth years who ever smoked fell by 4.4–11.2 points for men after 10 years; since someone who once smoked does not become someone who never did, differences in how people answered, or in who answered, are included (Section 6).

Sixth, what separates them is whether we compare at the same age or follow the same birth years. "The smoking rate fell" mixes two forms: people newly reaching adulthood not starting, and the same people smoking less as they age.
