要旨

共有地の悲劇は、人の欲の話として語られる。だが同じ利得表でも、人数を $1$ にすればジレンマは消える。何がジレンマを作っているのかを、人数だけを動かして数える。新しい定理も法則も主張しない。

第一に、これが本稿の芯である。$n=1$ ではジレンマが存在しない。個人の損得は $+0.600000$、全体との隔たりは $0.000000$ で、利得表は何も変えていない（第2節）。

第二に、$n$ を $2$ にした瞬間、符号が反転する。個人の損得は $\mathbf{-0.200000}$ になり、出さないほうが得になる（第2節）。

第三に、隔たりは $n$ とともに単調に開く。$n=2$ で $0.800000$、$n=10$ で $\mathbf{1.440000}$、$n=100$ で $\mathbf{1.584000}$ になる（第2節）。

第四に、ただし、開き方には上限がある。隔たりは $b(1-1/n)$ なので、$n$ をいくら大きくしても $1.6$ を超えない（第2節）。

第五に、個人にも得にするための条件は、$n$ そのものである。$b>n$ が要るので、$n=100$ なら $b>100.000000$ が必要になる。失われる総額は $n$ に正比例し、$n=100$ は $n=2$ の $\mathbf{50.000000}$ 倍である（第3節）。

第六に、分離子は、人数 $n$ である。利得表も人の性質も動かさずに、$n$ だけを動かせばジレンマは現れ、また消える（第4節）。

Abstract

The tragedy of the commons is told as a story about greed. Yet with the same payoffs, setting the head count to one makes the dilemma disappear.What actually creates it is counted here by moving nothing but the head count.No new theorem or law is claimed.

First, and this is the core. At $n=1$ there is no dilemma、the individual gains $+0.600000$ and the gap against the group is $0.000000$, with the payoffs untouched (Section 2).

Second, the moment $n$ becomes two, the sign reverses、the individual now loses $\mathbf{-0.200000}$, and withholding pays (Section 2).

Third, the gap widens monotonically with $n$、$0.800000$ at $n=2$, $\mathbf{1.440000}$ at $n=10$ and $\mathbf{1.584000}$ at $n=100$ (Section 2).

Fourth, the widening has a ceiling、the gap is $b(1-1/n)$, so however large $n$ grows it never exceeds $1.6$ (Section 2).

Fifth, the condition for it to pay individually is the head count itself、it requires $b>n$, so $n=100$ demands $b>100.000000$; and the total forgone grows in proportion to $n$, $n=100$ being $\mathbf{50.000000}$ times $n=2$ (Section 3).

Sixth, the separator is $n$、moving neither the payoffs nor anything about people, moving $n$ alone makes the dilemma appear and disappear (Section 4).
