要旨

飲食店の数を、衛生行政報告例（令和6年度末、厚生労働省）の営業許可施設数と、経済センサス（令和3年、産業小分類761〜769）の事業所数で数え、比べた。

許可の総数は、2つの表を足さないと出ない。 2021年6月の食品衛生法改正で許可の区分が変わり、旧法の許可は期限が切れるまで有効である。令和6年度末の時点で、旧食品衛生法 488,162、改正食品衛生法 946,451、合計 1,434,613 施設。改正法への切り替えは 66.0% まで進んでいる。

許可は、事業所の2.91倍ある。 経済センサスの飲食店は 493,173 事業所。飲食店営業の許可は飲食店だけが取るものではなく、旅館・病院・学校の食堂、スーパーの惣菜売場なども取る。旧法の内訳で最も狭い「一般食堂・レストラン等」だけを取れば 266,065 で、逆に事業所の 0.54倍にしかならない。

同じ統計の中で、倍率が逆を向く分類がある。 「喫茶店営業」の許可は 27,223（うち 18,589 は自動販売機）に対し、センサスの喫茶店は 58,398 事業所で、0.47倍。改正法に「喫茶店営業」という区分は無く、飲食店営業に統合されたためである。

許可の区分は、商売の区分ではない。 同じ年の同じ統計で、飲食店営業は事業所の2.91倍、喫茶店営業は0.47倍になる。

Abstract

I counted eating and drinking places two ways、as licensed premises in the Report on Public Health Administration (end of FY2024, MHLW) and as establishments in the Economic Census (2021, industrial subcategories 761–769)、and compared them.

The total number of licences cannot be read off one table. The June 2021 revision of the Food Sanitation Act rearranged the licence categories, and licences issued under the old Act remain valid until they expire. At the end of FY2024 there were 488,162 under the old Act and 946,451 under the revised Act, 1,434,613 in total. The transition to the revised Act is 66.0% complete.

Licences outnumber establishments 2.91 to 1. The Economic Census counts 493,173 establishments. Food-service licences are not held only by restaurants: inns, hospitals, school and factory canteens, and supermarket delicatessen counters hold them too. Taking only the narrowest old-Act sub-item, “general eating houses and restaurants,” gives 266,065、0.54 times the establishments, in the opposite direction.

Within the same statistic, the ratio can point the other way. There are 27,223 “café business” licences (of which 18,589 are vending machines) against 58,398 café establishments in the Census, a ratio of 0.47. The revised Act has no “café business” category; it was absorbed into the food-service licence.

A licence category is not a trade category. In the same year and the same statistic, food-service licences are 2.91 times the establishments and café licences 0.47 times.
